SysVIEW Mega Projects Ltd. is the lead promoter of OPC and works with the Government of Enugu State, federal agencies, and development finance institutions. OPC will be implemented through dedicated special-purpose vehicles (SPVs) for land development, processing, logistics, and housing.

The government provides enabling policy, key off-site infrastructure, and investment incentives. Private partners bring capital, technology, and operational expertise. The result is a balanced risk–reward structure that can accommodate DFIs, commercial lenders, and strategic investors.

Processing & Logistics | 加工与物流体系:

The Central Processing & Export Hub concentrates grain mills, starch and ethanol plants, fruit and vegetable dehydration units, packaging lines, warehouses, and cold chain facilities. It is designed to serve both Nigeria’s growing consumer market and regional export demand.

中央加工与出口枢纽集中了粮食碾磨、淀粉与乙醇工厂、水果与蔬菜脱水单元、包装产线、仓储及冷链设施，可同时服务于尼日利亚快速增长的本土消费市场及区域出口需求。

Digital & Security Systems | 数字化与安防系统:

A city-wide digital backbone powers farm ERP, GIS mapping, IoT sensors, e-commerce platforms, and 5G/VSAT connectivity. Perimeter fencing, CCTV, drones, smart gates, and an AI-enabled command centre create a secure, investment-grade operating environment.

园区范围内铺设数字化骨干网络，为农场ERP、GIS 制图、物联网传感、电子商务平台及 5G/VSAT 通讯提供支撑；配合围界防护、视频监控、无人机巡查、智能门禁和 AI 指挥中心，营造安全、适宜长期投资的运营环境。

OPC is engineered for ESG performance: renewable energy integration, biogas from livestock waste, composting and organic fertilizer from crop residues, water reuse, and extensive greenbelts. Dedicated climate-resilience investments support flood and drought preparedness, aligning OPC with IFC and AfDB standards.

OPC 从设计阶段即嵌入 ESG 要求：引入可再生能源，将畜禽粪污用于沼气生产，利用作物秸秆开展堆肥和有机肥生产，实施再生水利用和大面积绿化；同时配置气候韧性专项投资，用于防洪、防旱和灾害应对，使项目与 IFC 和非洲开发银行相关标准保持一致。
